Question about UN Delegate endorsements

I've looked around and haven't been able to find this info. What criteria does the game use to resolve ties in number of endorsements to determine who becomes UN Delegate?

For example:

You have a region with a UN Delegate with 'X' number of endorsements.

Another nation comes to have 'X' number of endorsements. Does the current UN delegate maintain his position (unless the other nation makes it to 'X+1' of course) by virtue of "I was here first" or is there some other determining factor?

Let's say two other nations make it to "X" endorsements and then the Delegate loses an endorsement and drops below both of them, leaving us all of a sudden with two new nations with identical endorsement numbers. Who would become Delegate then?

And questions of that nature...

A nation must have more than one endorsement to become Delegate.

The nation with most endorsements in a region becomes Delegate. Endorsements can be given only from UN Members to UN Members of the same region. If a UN Nation moves to a new region and remains there while the region is updated, they will lose all endorsements from their old region.

In the event of a tie for Delegate (two nations have X endorsements), the incumbent remains as Delegate. If there is no imcumbent, I believe the nation who has been in the region for the longest consecutive time becomes Delegate. (Nation X has been in Region Z for months, but hopped out for a day last week. He's tied with Nation Y for the Delegacy (no current delegate), who has been in the region for two weeks straight. Nation Y becomes delegate).

I'm about 90% sure that's how it works, but I remember someone posting a week ago saying they tried it out in their region, and it worked like that once, but didn't the next time. If someone who can actually see the game code wants to confirm or correct it, please do so.

Here, the Delegate remains. They were the incumbent, and will remain in their position until they lose an endo, or their opponent gains one.

Whoever entered the region least recently. I don't say first, because if someone has been there for months, leaves for an update, then returns, it screws up their "timer". They may lose to someone who's only been in the region for a week. To see the order in which nations entered your region, check out your region's XML feed. To find your region's XML, type this into your address bar:

It is entirely possible for a nation to become delegate with only one endorsement - this often happens in small region with only two UN members. However, those delegates are then unable to submit any proposals of their own.

Last I checked on this it was the intention for it to be implemented this way, but wasn't. I never got word that it was fixed.

I remember Crazy_Girl tested this theory out and gave us the results in an earlier post, and said that this wasn't always the case, and that it seemed kind of random.

I thought so. I just couldn't remember who it was who tried that out.
