I'm not entirely sure people are likely to understand quite what you're getting at - maybe you could furnish a bit more information about quite what you don't understand?

II = International Incidents
RP = Role Play

A good place to start is the II sticky (http://forums.jolt.co.uk/showthread.php?t=414035). Beyond that, basically read through a few threads to get an idea of what happens. 'RP' stands for role-play i.e. acting out scenarios. So, for example, NS in itself doesn't contain war, trade, or really any kind of interraction with other countries. II is where you can rectify that, by 'role-playing' such a situation. You post as if you were a national leader, general, or whatever, and other nations will respond with treaties, declarations of war, trade offers, and so on. Don't worry: II's not for everyone, and if you just like doing the issues, there's no obligation to do anything in II. It's just that some people like to broaden their NS experience a little. In all honesty, if you don't know what 'RP' means, it might not be the place for you - but then everyone has to learn somewhere.

Basically, have a root around the various stickies in the forums, which should clear things up.
