I recall a while ago, the page to submit new issues was really difficult to find. Apparently it's gotten more difficult, because now I can't find it at all. Where is the page found to submit new issues?

You can't find it because you need more than 500+ million in population to submit issues to the game.

Once you have 500 Million, it should be located at the bottom of each issue you recieve. ("Want to contribute an issue? Click Here!" or some such)
