are you able to get out of the UN when you've joined, or is it a permanent decision?

You can leave and rejoin the UN as often as you want. The only barrier is that you have to wait about a day between joining and being accepted; you can leave immediately.

After joining, the UN page's "Apply to Join" button becomes "Resign".
