Founder vs. UN delegate

I am trying to create a region secure from certain shenanigans by the
UN delegate.
This depends on the answer to the following question:
if the Founder gives the UN delegate access to Regional Control,
is it possible for the UN delegate to eject the Founder and ban him
from the region?

The Delegate can kick and ban the Founder, but the Founder can easily unban himself and return.

the founder has final say, even if he bans you you can access the regional controls regardless of your location.
also, in regional politics such as this, Founder has final say, it is your region†.
†Extenuating circumstances can change that on moderator discretion of course.

The founder for my region no longer exists... who becomes a founder then? Can anybody in the region switch to the "founder" status?
Mods will only ever apppoint a Founder in extreme circumstances. In my time on NS, I've only heard tell of it happening once. It's much easier to just Found a new region, and get people to move en masse there.
