for some odd reason, im not getting new issues.
they are reapeating the issues from a couple weeks back
is this a common bug or not and how can it be fixed?
Issues will repeat eventually. There's a sticky in the 'Got Issues?' forum about it.

Not everybody gets every issue. Some have conditions that must be met.
