Do [url] tags work here? I think they should, as a popular use of the World Factbook Entry is to include URLs to maps, forums and NSWiki entries.

No they don't. [url] tags are also an easy way to add links to porn sites and other offensive materials forbidden in the TOS. Unlike in the forums, where new posts automatically pop to the top of the page, WFEs only get noticed when somebody stumbles across them and decides to report them.
With 16,302 regions at present, our dozen or so mods would spend most of their days scouring the regions making sure things were appropriate and legal. No thanks.
You can link to a forum thread with the [thread] command. Read the stickies for details. Oops, didn't realize that one is still buggy, at least according to the news page.

OK, well never mind. I just thought it would be more user friendly. I guess it's also more abuser friendly too. I guess the thread command is useful, maybe I could make a thread as a sort-of homepage.

link ? What it will do is allow you to link directly from factbook entries to threads in our forums. Every thread has a unique number (which you can see in the url). If you insert it into the tag, you'll get a link to it. ex1: Technical FAQ = Technical FAQ ex2: [thread=420465] = http://www.nationstates.net/cgi-bin/forum.cgi?topic=420465
