I don't. If Nation X makes the region, then Nation X makes the rules. If the others don't like it, it's not too hard to create a new region.
In any case, there's nothing you can do about it anyway.

That's done to protect the region in the event of an invasion. If an invader group enters the region with a founder, the founder can just ban the Delegate from Regional Control, and the invaders will move on their merry way.
I really doubt this is going to change.

It's also for regions that want to be away from invasions. Some regions just want their region to flourish 'culturaly', and allowing access to RC gives them the chance to not worry about being invaded.
If you want RC in a region, move to a region that gives teh UN delegate access.

Is this meant to be a poll? It looks like it should be, i'd vote that they shouldn't have controls and i am a UN Delegate with said controls. It should be up to the founder.

Founders and Delegates, ideally, would work together for the safety and security of a region. However, this is a false idea of what to expect when two nations fight for power.
Thus, Founders, who have the ultimate power of a region as its creator, also are given more rights via NS rules of what they can and cannot do rather than the UN Delegate. If a UN Delegate was given equal powers with the Founder, they would also have the same NS rules, which they don't.
Now, another granted power of the Founder is to turn on and off Delegate controls as they see fit; this comes from being the creator of the region, not NS rules. They can choose to either leave it on or off, and many keep it on, not knowing the risks of leaving it on.
Letting a Delegate have access to Regional Controls gives them the power to eject/ban nations as they see fit. However, a Delegate is more carefully guarded by the rules and regulations of NationStates as to who they can eject/ban. This is how the invasion/defense game is played, and only regions who have Regional Controls on can be invaded/defended successfully.
Many regions chose to turn off Regional Controls to prevent that aspect of gameplay from causing havoc in regions. After all, griefing can completely destroy the region. It's a preventative measure, and since the Founder has all the true power as given by the rules, it makes sense not to share it because the Delegate and Founder can never be equals.

If I'm remembering my NationStates history right (this was a month before my time), Founders were instituted in April 2003 (http://www.nationstates.net/news/2003/04/29/index.html#regional_control) because of the increasing invasion problems. All regions were subject to invasion, and there was little the natives of a region could do to defend their regions. Therefore, regional controls were instituted and Founders were created.
Much as I've always kind of wanted to see what NationStates was like back in its First Age, removing Founders is most likely not going to happen.

Many changes implemented over the last few months:
- Regional Control! Now spammers, grief players and other undesirables
can be dealt with by UN Delegates and region Founders.
Hm. I guess it was. I'm pretty sure Regional Control was added before Founders were (by, like, a week). I think Founders were put in because about 5 seconds after Regional Controls were created, people started griefing.
Where's mah cane?
Edit: Now that I read the news item, I think I remember now. Founders and regional control were added at the same time, but control was thought up first. Founders were a way to stop potential abuses.
