The delegate from my region recently submitted a proposal under an incorrect category. She put it under Moral Decency when it should have been under Human Rights (the proposition is "Laws Dictating Moral Behavior"). What I was wondering is, once a proposal is submitted, is there a way to change the category its under? Also, if a proposal is deleted for being under the wrong category, can you resubmit it under the correct one?

If you ask for it to be removed because you posted it in the wrong category, it shouldn't count against you (assuming that's all that's wrong). Note that this does not give you the right to post wildly inappropriate proposals (Kill ALL <ethnicities>) and then say "Mea Culpa - take it down". I'd also recommend running it past the experienced players in the UN forum before resubmitting it, so they can help catch any OTHER problems.
Have the author submit a Getting Help request, and a Game Mod will take it down. There should be no problem reposting it.
