Why is it that we can only approve proposals as delegates?

Thanks for pulling up the background on this. That thread seemed to resolve around adding the ability to reject proposals. I thought it would be good to merely track disapprovals. So, when my proposal gets only 35 approvals and 678 disapprovals, I will know it wasn't a good idea. Right now all I get is the 35 approvals, so I'm thinking not everyone saw it.
