How does the founder of a region go about giving regional control to another specific individual? I'm not talking about letting the UN delegate have regional control, i'm talking about appointing a new founder, per se. Or, what happens when the founder of a region quits and his/her nation dies?

Mods only ever appoint a founder in extremely rare circumstances. Unless you have exceptional circumstances, it's unlikely a mod will intervene. There are a lot of founderless regions in the game. If you are concerned about invasions, it might be an idea to move en masse to a new region with a founder.

no, i don't mean that i want regional control in an area that doesn't have a founder, i am the founder, and want to give regional control to another before I go. that change anything? is there some way to do that that i just don't know about?

either you let that other person use your nation ,which of course is risky, or you let that person be delegate and give him delegate access to regional control, which is also risky in case someone else gets delegacy.

edit: of course, if your founder nation is UN,you'd have to be extra careful
