An Idea to get new UN Delegates more active.

I have looked over what should and should not be in this forum and i think mine is ok to post. I originally posted it in the UN forum and it was suggested i do it through getting help to get mod's attention however i didnt see an option for it and this forum says ideas for improvement, soooo....

Having looked through the complaints about the UN proposals system and there being supposed 'inactivity' by UN delegates and that not enough proposals get approved due to UN delegates not knowing what to do i thought of this.

How about a nation receiving a telegram if they become the UN delegate for their region? A telegram congratulating them on becoming UN delegate and informing them of some of the responsibilities that it comes with.

This is a very rough draft of it but here goes

Congratulations [NATION NAME] on becoming the UN delegate for your region.
Being a UN delegate is an important responsibility and with it comes the power to change and influence the UN.

As UN delegate you can go through the list of proposals and approve those that you deem worthy to go before the entire UN. A proposal needs 6% of all Delegates to approve it to become a resolution, once it has done so, it has achieved quorum. Regional Delegates are charged with making sure bad proposals fall by the wayside and that the good ones are voted on by the UN, it is important to go through the list of proposals but not mandatory.

If you have two endorsements you can submit proposals yourself and try to get them made into resolutions. You may also receive telegrams from other nations wanting you to approve their proposal, this is quite standard if you are active in approving proposals.

As UN delegate your vote on resolutions that are being voted on by the UN is increased. For every endorsement that you have from another nation, you have an extra vote, making delegates from large regions quite powerful.

Anyone else like it? Could it be implemented do you think? Do you think it would help new UN delegates who haven't been UN delegate before know what to do?

The roles and duties of a UN delegate mean different things in different regions. This is pressing too much in one direction for my liking.

Players are either interested in playing, and will notice the big http://www.nationstates.net/images/un_delegate.gif logo on their nationpage, or they don't care. Either way, a telegram would not substantially aid them in realizing that they have the Delegacy.

If the region is interested in playing the game and having a UN Delegate that represents their interest, then let them vote in somebody active. Nothing we can do will make a player want to play, so let the player and the region make their own choices.

Major drawback of this game is that it involves reading. I send many recruitment telegrams each day, and the major complaint is that it has to many words in it. Like Frisbeeteria says: "You can't make people wanna play this game." Sending more messages to people will only alienate it more. At least 50% of all the new nations think that this is an action game, and the first thing action players hate is reading manuals, rules and messages. Many UN members and delegates simply delete, or ignore everything that they find in their boxes, because it is considered the boring part of this game.

Fair enough, just thought it might be considered as a solution to what some nations feel is a problem of Delegate inactivity and not being able to get proposals to quorum. Thanks for your replies.

Bear in mind that just because a proposal fails to reach quorum doesn't mean that the delegates aren't doing their job, it could simply be a situation where most delegates didn't like the idea.
