May I suggest that the founder/UN delegate of each region be able to upload/set the flag for the specific region?

We have no current plans to implement this feature or any variation thereof.
There is, of course, nothing restricting you from having a link offsite to the flag in your world factbook entry. Or, indeed, in an offsite forum.
