World Fact Entry

I searched on here, but might not be searching for the right thing...
I have seen in some regions where the Founder or Delegate has added color or made things bold in the World Fact Entry for their respective region. Can't remember right off hand if I saw someone able to post an active link or not.
So my question is, where can I find information for how to format the World Fact Entry.
If there isn't a specific thread or FAQ for this, could someone tell me what are the different tags that can be used, proper formatting of tags, and the max number of characters allows in the entire entry?

text in specified color - color
[b ]bold text[/b ] (without spaces)- bold
[i ]italicized text[/i ] (without spaces)- italics
[u ]underlined text[/u ] (without spaces)- underline
[hr] - horizontal rule

So the [thread] tag only works for Jolt?
The region I'm helping out uses Invision Free, that's why I was wondering.

Links are too easily abused, and we don't have the time to police all the thousands of regions, so yeah, it's Jolt or nothing. You can put a URL in as text, but hyperlinks are disabled except as [thread]s.

What is the max # of characters that can be put in the World Fact Entry?

Are there any plans to allow the tags to work on the message board for the regions?
