Why Do we still use telegrams?

Why not use texts or e-mails or phones instead! Telegrams are so 19th Century! :mp5:

Perhaps 'tis because a "telegram" is more formal?

I dont know if world leaders still use them, but it says better for "President such and such telegramed Primeir suchandorother" than it does to say "President such and such 'texted' Primeir suchandorother"

Diplomatic communications require hard copy. If it wasn't telegram, it would be Telex or Fax, and Telegram just sounds better.

Diplomacy always lags behind technology. Heck, French is still considered an official language of diplomacy. How relevant is that?
