There are several ways of cleaning an RMB. The Founder can clear the RMB by posting however many messages are necessary to clear the board, usually with something like this:
~Founder Clearing~
You can also get together with your regionmates and have a conversation on the RMB so that whatever you want gone from the RMB gets scrolled off.
The Mods can also clean the RMB, IIRC, though I'm not sure if they do so on request.

well, this is just what i remember, not entirely sure of it...
the founder is only allowed to clear the board if the region was spammed or in case of an inapproiate post, like a flame or so, as far as i know.
this is done by posting the line: "founder clearing spam" or "founder clearing offensive post" as many times as is needed to have the message bumped off.
this should only be done with your founder nation, in the region you are founder of.
or...you wait for a mod to answer ;)

To my knowledge, you are correct.
Arakaria, just enter the message onto the RMB like normal. ~Founder Clearing~ is not a command line, just a message to let the Mods and players know what you are doing.

ns2 isnt even out yet, and we have yet to be given info like that

No, it does nothing special. You just post it so often that the post you want gone slips off the board (it saves only 10 posts). The text can be anything else, "Founder Clearing" is just to notify everyone of what you're doing.
After all, you don't want your region to think their founder has gone over the edge if they see you posting "Badger Badger Badger" ten times in a row or something. :D

As far as I know (NOT A DIVINE BEING (mod)), Founders can do what they like with the region. They can even wring it out and use it for window-cleaning. (Gotta keep that WFE dry though)

Question is? Is the founder posting multiple messages saying "Clearing Spam" considered Spam? I still prefer to use two puppets having a conversation to clear the boards myself. Would that be considered spam? Also posting a message just saying "BUMP" is that spam too?

I wouldn't think so. If founders have to clear their RMB then they have to do it in the ways they can. So posting ~Founder Clearing~, Clearing Spam, etc woud be acceptable (NOT a mod).

Really? I was always under the impression that a founder nation had full control over the region - they had free reign in regional controls and on the Civil HQ (baring flaming, illegal links, etc...), which is what gives them their privilege to clear their Civil HQ.

Either way, I don't think that's correct because I'm pretty sure that once a message gets pushed off the HQ, there's no way for anyone to see it anymore so the mods wouldn't know the reason why the message got pushed in the first place.

Clearing spam is an exception to the spam rules granted to Founders. If a Founder was to post:
