Before you tell me to refresh this is a different problem, on one of my puppets that already had a custom flag I chose another, but it refused to change. I tried changing it back to the default flag and then uploading my new flag, but it went back to the old custom flag. Any suggestions? thanks

It's not a different problem. You're still describing a problem with your local cache, or possibibly your ISP is using network caching. They do that sometimes.
Without knowing the nationname in question or a description of the two flags, there's not much we can do from a verification aspect. No matter how many times you upload a custom flag, the URL is always the same. Try loading ...http://www.nationstates.net/images/flags/uploads/"your nationname here".jpg ... directly. That should show you the current contents, especially if you refresh the image.
