Should there be a limit to the number of people who can join into a region?

No, not at all. That would make no sense.
On top of that, why is this in the UN forum? It has very little to do with the UN. Unless you're trying to make a proposal about it, which would be a Bad Idea because it would be a rather serious game mechanics violation.

No. There shouldn't.

Hard work goes into recuriting. Bigger region, more strength.

I think it works out well. The large regions may hold a lot of sway when it comes to voting on Resolutions, but when it comes to bringing them on the floor, everyone is equal (since one Delegate = one endorsement). I see no reason to make changes.

And how exactly are you proposing to put a limit in place? The 5 Pacifics are constantly growing due to nations being born. The Rejected Realms is constantly growing due to nations being booted from other regions. Lazarus grows at a slower rate due to nations being resurrected. If you put a limit in place, then soon there won't be any capability for new nations, booting nations, or bringing nations back.
You also can't put a minimum limit in place, or there will be no new regions. Every region must start with only one nation.
