How do you vote for proposals in the UN
I know you have to be Regional Delegate but how do you become delegate?

You become delegate by having the most endorsements in your region. You need at least one endorsement to be delegate.
You're in The Pacific, so you would need to surpass Unlimited's endorsements to become delegate (currently at 384). It would be much easier to become delegate of a smaller region or one that you found yourself and get people to join.

Go to yoru region's homepage, under the factbook it says "Move to a new region". Click it. At teh top there ill be a link that says 'make your own region'. Click it
