new to this game and thus not sure if possible, but could the game be altered to allow repeals on issues that have been legislated. For example, on an abortion issue you could vote no on abortions, then change it to allow abortions? I'm unaware of difficulties inherent to any system changes, so can a mod or admin tell me if possible or likely
