Suggestion for UN mechanics...

Just an idea, just thought I'd run it up the flag pole and see if anyone saluted it.
Could submitted proposals that recieve only 2% of delegate approval have there deadline extended? Some good proposals don't get 6% because they submit them on weekends, or if there are too many proposals in the queue etc.

Part of the game is timing your proposal and doing appropriate advertising. Every successful resolution has made it using these rules. Mine took three times because I blew the timing, but eventually I got enough support to push it through.
It's part of the game, and it works as is. No need to change it.

doing appropriate advertising.
You obviously haven't tried a mass telegramming campaign using a 28.8kbps internet connection. It took me three hours to do 30! I have always posted my resolutions in the UN, but with the huge scale of the UN it is physically impossible for people without broadband to get anything passed (assuming they actually work for a living)

I've telegrammed from dial-up and I admit it's slower, but I'm not sure the 3hours=30 telegrams is universally accurate. There are times when Nationstates is bogged down, and times it loads a little faster. There have been times on dial-up I've had the "In order to prevent spam, space out telegrams more" message come up. I do know it's a hassle to have dial-up and have to telegram, but I don't think it's easily enough workable for an extension to be made, for such a discomfort.
With a dial-up connection you're just going to have to get creative, either in the amount of time/strategies you use to advertise the proposal or ways to get a faster connection. I've gone to my local library for a high-speed connection before, or even over to a friend's house.
Another possibility is asking other UN members to telegramfor your proposal. I think you'd have to first have a good proposal, and second offer that UN member something they can't already get (perhaps your advocacy in a few regions the next time they submit a proposal and it goes up to vote).
I too think it's a hassle to telegram on dial-up, but I think there are enough ways around it that the admin shouldn't have to change the game to accomodate.

You're probably right. I'm probably just frustrated. Bloody middle eastern dial up...
