It depends on what kind of telegram.

a recruitment tg.It is not legal to send recruitment TGs to nations in a player created region. It is legal to post on the RMB if the founder allows it. If the founder does not allow it or does not exist, you may not post to the RMB.

Recruitment telegrams, advertisements, or anything of the sort may only be sent via telegram in feeder regions and may only be posted in the RMB of feeder regions unless the founder of a player region gives you authorization to recruit in his/her region.
You are only allowed to post recruitment messages in the RMB of teh rejected realms. No telegrams there.
