My nation cannot change its regional flag

My nation, Dafidiutopia, cannot change its regional flag to another custom flag, for some reason. I have tried changing several times.

Also, we don't have regional flags in the game. So I'm a bit confused by your question.

My flag isn't updating after I upload a new one.
This is a problem with caching. The pages/flag/whatever is updating fine, but your browser is using an older version of the page when it is displayed. Caching is something your browser does to save bandwidth (especially for 56k users, who need all the bandwith they can get) by not re-downloading the same files every time it visits a page. Users with slower connections can use ctrl+f5 (force full refresh) to re-download the page just this once while keeping caching enabled if they want.
But if you're talking about a 'regional flag', then I'm not even sure what game you're playing. :p

If it is a regional flag then NS should have nothing to do with it.
Regional flags are flags that are added by the nations in a region onto their forums.
NS does not provide these...
