Your dossier is a list of nations that you want easy access to. To add a nation to your dossier, go to their national page and click on "Add (nation name) to your dossier". It should be near the bottom.

Your Dossier is a collection of intelligence on nations of interest. It provides a handy way to jump to nations that require your "special attention."
You have no nations in your Dossier. To add a nation, view it and click the "Add <nation> to your Dossier" link at the bottom of its description.
