Ok. I created a nation FOR MY NEIGHBOOR on my computer.

he then joine the UN. I also have a UN nation. Now, every time I enter the NS website, I log on into his nation.

I have deleted my history and it still does not work. His nation is not on automatically log-in.

What do I do before both of the nations are ejected from the UN?

Well, you better resign one of them fast, solve your problem, and than hope that your neighbour will not be ejected. You can beg not to be ejected, but that doesn't sound like good strategy to me. :p
When your problems are solved, you get back in the UN. No rules will be broken, no one ejected, and everybody is happy :)

I always have problems with the autologin too. No matter which nation has autologin on, it's always the most recently created puppet of mine that it logs me in to, even though autologin is off. I don't really care too much, myself, but it seems like your situation is different.

I don't know a great deal about how to fix that bit.

Have you deleted your cookies as well?

I've deleted my cookies as well. Same results.

Have you deleted the cookies WITH ALL BROWSER WINDOWS CLOSED? An active window with a history stores or recreates the cookie.

I've resolved this by closing ALL NS related windows, Opera tabs, panes, whatever you call them, except for ONE. Then click the jolt.co.uk public forums (http://forums.jolt.co.uk/index.php?) link in the upper left corner under NationStates logo. Go to the bottom of the page, click Logout, then CLOSE the window. Reopen your browser, and you're no longer logged in.

Pain in the ass, but it works for me.

turn auto login off, then change the password, that usually works for me

The changing of the password works every time for me as long as the password is changed on another computer. So have your neighbor change his password using his own computer and then your computer won't know the new password and will not be able to log you into his nation.
