Hi

I encounter a strange bug, recently i noticed some dismissed issues were coming back (dismissed some weeks ago), but i didn't worry, i was guessing it's logical people try to put on my attention what i dismissed.

But today it's very very strange:
the issue proposed: Wipe Out Graffiti? [unaddressed]
my nation overview: Graffiti graces every city's streets, the police have reaffirmed their tough stance on drugs, the latest Harry Potter book [...]

Hum, i already adressed that issue, just few days ago as the overview proves it.

Why??

You get repeat issues. I don't know when the "flavor"/nation descriptor text that resulted from issues, gets removed, all I can say is they'll stay until that happens. In your case, the original result is removed once the game updates and replaced with the new result, which would be the same.
