What time is the minor update?

Does the minor update correspond with the major update? What I mean is if my region, The Grenvali United has major update at 2:00 AM EST, (It doesn't this is just an example.) then will it also have minor update at the very start. So if minor update is at 4:00 PM EST, then would The Grenvali United have minor update at 4:00 PM EST. Basically, are the times proportional?

I believe that the Minor Update is roughly 12 hours after the Major Update, so... between 4 and 6pm EST.

Of course, I'm always asleep during the Minor Update, so I've never been able to time it.
