NationStates Jolt Archive

In the List of Nations (http://www.nationstates.net/cgi-bin/index.cgi/page=list_nations/start=48360) there seems to be a dummy (black) entry named "Hirota~", including that tilde. Was there ever a time when nations could be created which had a "~" in them?

I don't think that there was ever such a time.
I suspect that this may be a test for the release of old nation names, although I am by no means sure.
