Yes it is common, there are so many issues that you can get, you are eventually going to be getting repeat issues. If answering issues is the only thing you do, I would suggest you get involved in regional politics, role-playing on the forums, or invading / defending. one of those will give a whole new meaning to the game.

That is supposed to happen. People have been known to get two copies of the same issue in their inbox at the same time. It's based on the idea that even if you "solve" a problem, some people are still going to be pissed that you're dealing with it (or not) in a particular fashion.

It's been said that the game is one third issues, one third UN, and one third forums. It gets boring REAL fast if you only play a third of the game.

I'm almost positive you can't get the same issue on your issue list, but you can get it again immediately after you answer it. Therefore you can have contradictory statements in your nation description :)

It took you a few months? Why, back in my day, there were only thirty issues, and let me tell you, at two issues a day you can get done with them in about two weeks. *waves cane menacingly* :D
