My nation has had the same problem for the last month. My issues don't seem to have any affect on my nation at all. Is this a bug, or just chance?

This is a common bug. Just move out of your region and move back in to solve it.
This bug happens when the game somehow losses track of your nation and forgets about it. Changing regions reminds the game that you are there, in essence.

Does staying active remind the game about you, or is it just something that happens?Well, I assume that the game knows that you are there the whole time. Maybe it just "forgets" to update the data file (not the database; NS is not run on a db, it is an individual file system (bummer)), and changing regions forces that update, so then it becomes active again.
It's sort of an analogy. Not really though...

Even active nations get this sometimes. It's just something that happens at random.
