I feel the UN designation of my government does not adequately define our system of governing. Am I able to change it to something else?

You'll be able to change it by answering the issues that you receive. Obviously, if you want some sort of dictatorship, choose any of the answers that would relate to getting rid of elections and things along that line, and if you want a democracy, answer the issues in a way that gives your people good freedoms and civil rights.

There are 27 different government types you can have, and as Euro said, they all depend on your stats, which are generated by the issues you answer.

The full list and the requirements for each can be found in this picture, stolen from Scolo's Big Tech Sticky List:

You will notice that the dictatorships tend to be in the lower left hand corner of each economic level, as they have the more authoritarian stats, where as the more democratic ones are in the upper right - the most free being Anarchy, in the very top right corner.

Dictatorships are the squares closest too you (low political freedoms). Left / right (economic freedoms) and up / down (personal freedoms) give a variation of dictatorships.
