Well, if you know your yearly defense budget, you figure, say, 20% can go into aquiring new stuff. There is no set rule as to what makes up a NS year. Some people use 1 day = 1 NS year. Some people use 1 week = 1 NS year. I use 4 days = 1 NS year. Remember that time is 'fluid', so if you get yourself into a roleplay, what ever measure you use, it'll probably change to fit with the pace of the roleplay.
