OK im kinda new to this game but here goes:
1) Why cant I send an endorsement out to another guy in my own region? I can only give it to the current UN delgate.
2) How exactly does your population grow? Through issues? through time?
3) How come most of the resolutions have : RECOGNISING that gay rights etc

I dont understand why the hell they do this, is it somthing the UN delegates do or somthing? or just them trying to be persuasive? thanks for answering :sniper:

1) You can only give endorsements to fellow UN members currently in your region. There should be no restrictions apart from that.
2) Your population grows over time. Issues have no effect. I beleive you can find more detail in the Gameplay forum stickies.
3) That's a fairly standard UN-style format. See this thread (http://forums2.jolt.co.uk/showthread.php?t=342360) which contains explanations and guidelines for proposal writing.
Most of your other questions will likely be answered by the stickies at the top of each forum, or by the NS FAQ (link in my sig). Try those first.

OK but can you only give endorsements to one guy in your region? or can u send endorsements to multiple people in it? do you have to withdraw you endorsement to give it to someone else in your region?

You may endorse any UN member(s) in your region. Again, this is addressed in the stickies and/or the FAQ.
I think he means can you only endorse one person at a time. Per UN rules you can only endorse one UN member at a time, if you endorse another you automatically un-endorse anybody you've already endorsed.

Not true. You can have multiple endorsements simultaneously. Your only limit is the number of UN nations in a region. Which means if everyone did it, there would be a massive tie in every region for delegacy. A simple move would be chaos. Nonetheless, that's the rule.
Klonor, if you have some link or document that disagrees with my statement, I'd welcome seeing it.

Maybe things have changed while I was away, but last time I checked you could only endorse one nation at a time. You can't give your endorsement to two different nations at the same time.

It's just impossible to click two links at once. But you can click one, then another. For example, in my region, four or five different nations have my endorsement right now.

I'll take your word on it (Can't try it myself, booted from the UN quite a while ago for Multy-ing) but I remember only being able to endorse one nation at a time. I guess I'm just off.

Uh... no.
The rules for the UN (in reference to endorsements) haven't changed in a LONG while. I've endorsed about 45 or so people myself, and I believe the "Delegate" of my region has endorsed well over 900.
