NationStates (http://www.nationstates.net) - sign in, then go to region and bam you're there..if that's not what you mean drop a message on the regional boards on that page and they'll tell you.
Next time please post in moderation or help, or whatever they have on here.

I think what you're looking for is an offsite forum. You don't get one of these automatically - you have to create them yourself. There are a couple of usual sites for this: http://invisionfree.com and http://www.proboards.com . If you can't figure it out from there, post here again and somebody will probably volunteer to help you set it up.
