Advertising Question

Is it legal to telegram people advertisements if they are not in the feeder regions or the Rejected Realms? I realise that posting an ad on the regional messageboard is illegal, but what about telegramming?

Here was the latest ruling.
Feeder regions:
["The Pacific", "The North Pacific", "The East Pacific", "The South Pacific", "The West Pacific"]
Civil Headquarters ads permitted once per day.
Recruitment telegrams permitted; one per nation.

"The Rejected Realms":
Civil Headquarters ads permitted once per day.

"Lazarus":
No Civil Headquarters ads permitted, ever.
No telegramming residents with recruitment ads, ever.

Regions designated by NationStates Admins and Mods as "Warzones":
Spamming the Civil Headquarters is allowed, so recruitment ads are also allowed.
No telegramming residents with recruitment ads, ever.

Player-created regions without a Founder:
No Civil Headquarters ads permitted, ever.
No telegramming residents with recruitment ads, ever.

Player-created regions with a Founder:
Civil Headquarters ads are permitted only with the expressed permission of the Founder.
No telegramming residents with recruitment ads, ever.

It's lucky I could hardly care less about recruitment these days, because it seems you can hardly TG someone to tell them their house is on fire without fear of being called an evil spammer.

I've been around for over two years now and I've received my fair share of recruitment TGs, and I'm still in my original region (the Anticapitalist Alliance) and I haven't flipped out under the weight of the spam.

Is there really a need to police the game so heavily nowadays?

I got a recruitment telegram within 3 seconds of being founded, so some people are very quick off the mark. Also, is it allowed to report someone if they persistently send recruitment telegrams (some containing threats) while you are in a player-created region?

Despite what I said earlier, I'd say yes you are entitled to report someone who is persistently harassing you. Personally I would ask them to stop and if they didn't I would report them.

Although, I'm not a mod so what will happen I can't really say.

It is absolutely allowed. Don't delete the telegrams, and file a Getting Help report.
