To get there, click on this (http://www.nationstates.net/cgi-bin/index.cgi/93868/page=change_region) link at the top of your region page, where it says
Tired of life in Union of Independent States? Then move to a new region (http://www.nationstates.net/cgi-bin/index.cgi/93868/page=change_region)!Then, near the top of that page, click where it says[Create a New Region (http://www.nationstates.net/cgi-bin/index.cgi/93868/page=create_region)]
