OK, I know that there are only around 180 issues, and that I'll be going through a lot of them again and again, but I've gotten the same issue on dueling 13 times in the last two weeks. Do I have to change my nation, (conditions for issues) or will this eventually stop? Thanks.

there are many issues though most natons only get a limited supply of them

To my knowledge, changing your settings will do nothing. You receive issues partly based on how you have answered past issues and partly based on a random selection, again this is to my knowledge. Apparantly the dueling issue suits you very well. If you really want it to go away, I suggest answering it differently than you have been previously.
