You can't. You need to have endorsments from other members, which you can't do on your own.
I wouldn't use puppets to get them, because that will get you a ban.

Teh legal way to do it:
Tell one (or more :) ) of your friends about NS and try to get them to create their own nations, join the UN, move to your region, and endorse you. The more endorsements, the more influence. :)
Oh, and do make sure that every UN nation you 'recruit' is kept to its own computer; otherwise, the lot of ya will get ejected from the UN for multi-ing (cheating with UN puppets). So you don't want to use a public or otherwise shared computer (or network, for that matter) for doing this.

If your gonna be the only nation in your region, you may as well be the founder, as the founder gets all the extra bit's the UN Delegate does, and more.
That way you don't even need to be UN yourself if you don't want.
