Okay, I've seen for a while now nations whose, i guess title (the thing you choose from a drop-down list like Kingdom of, Confederacy of, United States of, etc.) is personalized, unique, and not on that list. So i'm wondering how does one do this?

If your nation has a population of 500 million or larger, you can write your own title. The 500 million population also allows you to write issues.

The first is true but the second is not as far as I know. I wrote (although it wasn't accepted [I think]) an issue when I had about 100 milion people

at one point the 500 thing on issues didnt work so at the point the coders just ignored issues form those with less the 500, but i think sal did fix it back to only 500<
