Just an idea as to how said list might be better, organize legitimate proposals according to their CATEGORY(defense, health etc.) then list in descending order my the most votes, (most votes on top and so on)
I think this would make it easier to see which proposals actually exist without thumbing through every page. and it would also make it easier to see the status of one's own proposal.

Yeah. I definitely agree. Sounds good to me.

Or even an opportunity to search by category, as the current system has them ranked by time left on the floor (I think).
