if this is what you mean you cant you must be on a nations spotlight page to send them a tg
Ok because I got a telegram from owedgybe and I could not reply to him because it was not highlighted, or green. So how would I send a reply to him?

Since his name was not highlighted in your telegram box, he may have been deleted. Go to world and type in his name in the nation search box to see if he is around. If he is you will have the option to telegram him at the bottom of his nation screen.
[edit] I just looked for "owedgybe". It did not come up as being a nation. Either you have spelled it wrong, or he has been deleted.

"owedgybe" was one of the spammers in the very rare TG spam-wave that hit most of NationStates. I and all of my puppet nations got it. The spammer kept getting deleted and coming up with new nations and continuing spamming. A temporary block on nation creation was created then.
Don't bother replying. He's long gone.
[EDIT: Each spammer nation was a random combination of two words. owedgybe was not the only spamnation.]
