Custom Nation titles?

Ok, I'm a new member and as I surf around and chekc out the different regions I've noticed people with custom Nation titles (i.e. The [custom title] of Whatever.) Is this like a privelege for active members? Can somebody help me out here?

Once your population reaches 500 million, you will then be able to make your own custom title.
