Because they have had time to refine their nations through the answering of issues to exactly the right setup for the job.

Well, as an example for the economy rankings: Nation A and B are both hard-core capitalist nations with the exact same views on every subject. Nation A has 4 billion people, Nation B only has 500 million. Lets say that each one of those people generates an average $20 worth of something a day. Which nation generates more money?

And even if each person in nation B generated $40 worth of something a day, Nation A's economy would still be better, due to the larger population, even if they are producing less per capita.

As for things like healthcare, my guess is it is based on how many times your parliament has made a choice to increase it's budget, not how much money is actually in the budget. Dirt-Poor pro-healthcare nations tend to beat out wealthy pro-healthcare nations in the UN rankings.
Off topic, isn't this the type of thread that belongs in the Gameplay forum?

I believe it has been said that it depends on the number of times you have answered the issues. So if you answer the issues the same over time in 2 nations, the larger one would get the higher ranking.
(If this is wrong, I'd like to know, because I've had to accept it in TNP as the reason I can never be number 1 on liberal issues. :))
