Click on the name of the nation. It will light up and turn green when you roll your mouse over it, so you click it. This action takes you to the nation that sent you the telegram. Scroll down, and at the bottom of the page it says "wire a message to >insert name of nation<" and there's a text box. You reply to the message by saying something in the text box and hitting "send."

Go to the nation in question's nation page and scroll down; you should see a large box that says "Want to wire a telegram to NATION?" above it. Type your telegram into that box and hit the "Send!" button below it.

Well, you have to be at the nations site I think.

and one more thing, around here, I'm like a God the ones who don't worship me fear me. Get to know this. It will come in handy. :)

Maybe u typed their name in wrong, or you typed in the prefix but anyway, to reply to a telegram go into your telegrams and click on the sender's name, near the bottom of the screen (you might have to scroll down) there is a box with the words Want to wire a telegram to "sender's name"? Type your message in the box and click send.
