Logical quirk on Crime vs. Rebelluous Youth?

This is likely in the "just a quirk" bug but I thought I'd ask anyway;
My Dossier (http://www.nationstates.net/cgi-bin/index.cgi/target=display_nation/nation=felgercarb) reads that I have no Crime, yet in my region I had the most rebellious youth. Since Rebellious youth is gauged by Crime ("most radios stolen from in front of the 7-11") how could I have rebellious youth since they'd all be imprissoned?

Meh, this seems rather systemic.
I usually place in the top 100 (34th last time, IIRC) for Most Rebellious Youth, but I have virtually no crime.

I haven't checked how much crime your regions other nations have, but I can think of a couple of things to why this has happened;
1) Hidden game mechanics are affecting this ranking in one way or another.
2) Rebellious doesn't always mean criminal.
Either way, I'm almost sure this isn't a bug.

That was my thought as well, but given that it seemed confusing to me, figured I'd post it and see if it was confusing to others as well.
