whats the deal with literally dozens of new nations being deleted upon founding? is this a bug or is a DEAT on sight person?

Somebody is using a script to create nations whose sole purpose is to send spam telegrams promoting some other website. They're doing it over and over again (serial) which prompted Admin to actually shut down the nation creaton process for a while. At least one of the mods noted that he had deleted over 1000 of these bits of nastiness.
Since new nations are now being created and not all of them are being deleted, I'm assuming they've got a handle on the user(s) / hackers that were causing the problem. I would imagine that this process has taken quit a bit of the moderation staff's attention in the past couple of days.
