I uploaded a custom flag yesterday, and today came up with a better one, so I went to change it, but it won't change from the first flag I put up. Can anyone help?

Hit ctrl+F5 to force a refresh. Your browser is still loading the old one from its cache.

or, if that doesn't work (as it sometimes doesn't for me), try clearing your browsers cache

And if none of those work, delete the picture from your hard drive, like I had to. But try the other ones first.

He (or she) would not have to delete the picture from the hard drive. Just look at the source, and refresh.(ctrl+F5, as Myrth said) (Copy img location if in FireFox, under properties in IE)

Control+F5 doesn't work in all browsers. Just clicking refresh will do the same thing in every browser.

ctrl+f5 is a "hard refresh"

Hitting 'Refresh' just downloads any new content. Control + F5 does a hard refresh which forces it to reload everything, even if it already has it cached.

But Control-F5 doesn't work on all browsers and OSs.

it works on the only ones that matter, Firefox and (sadly) IE

Safari, don't forget, was the first browser to have tabbed browsing, and apparently it is good enough that MS stopped making IE for Mac.

Obviously, but I've been around long enough and know the rules well enough to "advise" players in cases like this.

Okay, issue resolved. No need to continue.
