why am i not receiving any issues, i've set my setting to two issues per day but still i'm still not getting any.

Sometimes your nation profile gets corrupted and you stop getting issues. Double-check your settings, then move to another region (briefly) and then move back to your original region. You should start getting issues again in 12 to 24 hours.

you need to check if you in "holiday mode" in your settings.
if the answer is yes, you need to change that.

Then do what Frisbeeteria suggested, move out and then back in to your region again. That should reset your nation, and upon the next game update, you should get your issue.
This also works if your not in the region/world UN daily rankings.
