a certain number of nations should be in a region at all times
some regions are just small! Like Polygonia fro instance! You should make it a rule that a certain number of nations have to be in a region! But you should let nations join but a certain number has to be in a region. ;)

Exactly, and there's no reason it should happen. Why force me to create puppets or find new friends just to appease the game gods? No, regions should be, and can be, any size the founder wants.
Besides most would just start up a couple of puppet nations to suit them. :P
Right, unless you're like me had to "evacuate" my region because we got region crashed and some of us left.
