Since Qaaolchoura has essentially left the game, I'm posting this new version of the Tech [and Mod] Forum FAQ (New Version) (http://forums2.jolt.co.uk/showthread.php?t=284335) thread so it can be updated on a more frequent basis. How do I Declare War?/How do I trade?
It is almost all RPed. Read the stickies in the International Incidents (http://forums2.jolt.co.uk/forumdisplay.php?f=1230) and NationStates (http://forums2.jolt.co.uk/forumdisplay.php?f=1223) Forums.

How do I invade?
I'm never clear on what this is asking. If you mean declare war see above, if you mean region-crash check out the stickies in the Gameplay forum, and if you mean take over people's nations, you can not unless they are new and you lie to them(which as Sirocco pointed out can put you in very hot water).

My nations description is saying contradictory things!

The nation description is broken down into primarily 3 paragraphs. Your first paragraph contains some information about your population, a key feature of your government (these are usually very hard to loose once you get them), and a description based entirely on your WA type (which can cause a lot of problems). The second paragraph starts off describing your government with some adjectives (similar to the population paragraph) and lists your priorities and major industries, as well as tax rate. The third paragraph contains some strings directly based on your last four issue choices and some info about your national animal and currency.

The problem is that all of these adjectives and descriptions are based on different things. So, for example, a popular complaint used to be that a nation that was listed as an Anarchy had no government in the first paragraph, but an "omni-present" government in the second. This was because the player had met the requirements to become an anarchy (none of which have to do with government size), but had done so through massive government intervention.

The solution? Well, there really isn't one. You can take whichever of the contradictory descriptors you want to be the "correct" description of your nation, but the game would practically have to be rewritten from the ground up to get these contradictions out, and it won't be happening.

What is is this site coded it?
Perl for the game and PHP for the forums.

I have two nations and whenever I am logged into one it logs me into the other. Turn off auto login and delete your "Autologin" cookie if it still happens.

When do the updates run? What do they do? How long do they take to complete?

There are two update times, which (regardless of any official terms) I call the "major update" and the "minor update". During both updates, any issue choices made by your nation are processed and for nations set to two issues per day (or per weekday), an issue is placed in there issue box. Extra things happen only during only the major update. First off, the Delegacy of a region can only change hands during this time. Also, the WA rankings are updated during the update (as it cycles through the regions) and the new list is posted at the very end of the update.

Update times:
Major: Between 2 to 4 AM EST in my experience - Exact ending time is variable, but can be verified by the new WA Rankings being published.
Minor: I haven't figured out when this has been ever since the Jolt move, but I'd guesstimate between 2 to 4 PM EST.

How did such and such get such a large flag?
The server is stupid. It does not go by size, only by file size, despite the restrictions mentioned.

My flag is below 10 KB, but it will not upload.
Try saving it as a GIF or shrinking it. If you do not like the effect ask 1 Infinite Loop to tweak it or the NationStates Flag Service (http://forums2.jolt.co.uk/showthread.php?t=345029) to make you a new one.

My flag isn't updating after I upload a new one/It says I have outstanding issues, but I've answered them/1000 other problems about pages not looking like what they are supposed to.

This is a problem with caching. The pages/flag/whatever is updating fine, but your browser is using an older version of the page when it is displayed. Caching is something your browser does to save bandwidth (especially for 56k users, who need all the bandwidth they can get) by not re-downloading the same files every time it visits a page. Users with slower connections can use ctrl+f5 (force full refresh) to re-download the page just this once while keeping caching enabled if they want.

Can we add national leader/anthems/capitals?
Not likely in this version.
Probably in NS2 though.

Can we add a new customizable field of another sort then?
Look how long it took them to turn a drop down menu into a text box for a third of NS. Now you want a whole NEW field? Not likely.

Mods, can you change my nation name for me?
First off, this is a Mod Forum question, for all that I see it in Tech, secondly, no, they can not. They used to be, but it caused all kinds of problems so that [violet] disabled it.

How do I change my nation prefix?/Could you change my nation prefix mods?
No, you must have a population of 500+ million, and as Sirocco pointed out, in the "Settings" you change chose from the preassembled list.

The FAQ says that I can have only one UN nation. How many non WA nations may I have?
As many as you want. Nations that are not your main nation are referred to as "puppets" If your main nation is not in the WA then the nation that you have in the WA is called a "WA Puppet"

What does being a Delegate do?
It allows you to endorse proposals, helping them reach resolution status, It gives you one extra vote for each member of your region who endorses you, and, if your region has no founder then it allows you access to regional control. Also the founder may chose to grant you access to regional control, although it is not recommended as it makes you an easy target for region crashers.

I have the most endorsements in my region, so how come I am not the delegate?
You have to wait for the WA server update (the main one, there is one around six in the afternoon, which only deletes old nations, proposals, and regions) around 2-4 in the morning EST.

I've got a new e-mail address. Will my WA status be affected if I put it in my settings page?
Nope.

What happens when there is a tie for the WA delegate position?
Depending on the situation, the game uses one of two processes to determine who the new WA delegate will be.
1) If the current WA delegate is one of the people involved in the tie, then they retain delegateship. You have to beat the current delegate to become delegate of a region.
2) If the current WA delegate is not involved in the tie (or there is no current delegate) then whichever nation has been in the region longest will win the tie.

Is WA status retained when my nation is resurrected?
No, all nations resurrected are automatically resigned from the WA. However, you can re-apply your nation as long as you don't have any other WA nations.

How long is the e-mail accepting me into the WA valid for?
It's good until it gets bumped out of the queue. The WA only keeps track of some number of applications at a time, and then it drops the old ones. So, if you wait until N nations apply after you, the email expires.

No. This has been discussed in depth and it will not happen in the near future as it would require too much moderation. If they decide that it is a possibility then Salusa will announce it.

I can't view images/signatures/avatars! How do I fix this?
Go into your User CP (Insert URL) > Edit Options > Scroll down to the "Thread Display Options" category > Check the boxes labeled Show Signatures, Show Images and Show avatars > Save Settings

How do I post smilies?
There are two methods:
1. Profile (http://forums2.jolt.co.uk/usercp.php) > Edit Options > Scroll down to the bottom of the page to the Miscellaneous Options section > Change Message Editor Interface to Standard Editor using the drop down menu > Save Changes. Now whenever you type a message you will have clickable smilies at your disposal.

2. Go Here: http://forums2.jolt.co.uk/misc.php?s=&action=faq for a list of all the smilies and the code needed to insert them in posts.

What software is used for the forums?
vBulletin Version 3.7.1.

I keep getting the same issues.
There were only 39 different issues, and each nation only qualified for a few of them. [violet] made an interface which allows game mods to edit player-submitted issues, but, new players still only get the first 30 (not the nine old player-submitted issues even) for their first couple of weeks. There are now over 150, yet the older ones still seem to repeat more often.

Can we get more issues per day? Two does not cut it for me.
Unless you get the pop bug (in which case you get four or more) than you can only get two per day on each nation. Most people get bored with it after a while, but if not, that is what puppets are for. Also, chances are if you do get the pop bug, the mods will hunt you down and fix it fairly quickly. Basically - make more puppets.

How can I change my position on an issue?

All of the issues can eventually be repeated (although some choices can make it so you won't get the issue untill you undo them in another issue - like banning elections).

Your decisions on past issues are not recorded. When you make a decision, your nations stats are changed based on that decision and the game forgets what your choice was. When issues start repeating, if you choose the same option the stats will move even farther in the direction that choice pushes them. If you choose a different option, then your stats will change according to that option.

(note: With a new proccess called "issue treeing" the choices on past issues can be directly recorded, but I don't think any issues in the game acctually use this yet)

Why do my issue choices randomly change after I select them?

This is a common problem caused when people use web accelerators. Either turn it off completely, or, at the very least, for www.nationstates.net

How do I submit a new issue?

Once you have 500 million people, there will be a link on your main "Issues" page to submit an issue.

Mod Forum Frequently Asked Questions About Moderation

I hate my nation, and want it deleted. Can the mods delete my nation for me?
No. The mods have decided not to delete nations for people. You have to let it die by not logging in for 28 days or sixty days on vacation mode. It doesn't matter of course because you won't be meaning to log into it again anywise.

Oh! I know! I'll make my unwanted nation do something like spam up the forums, flame, or break the rules to get it deleted!
Very bad idea. Such an action would get you into very serious trouble. You may even be IP banned from the site, and never be able to come here again!

How can I get a nation back from the dead?
Go to the Getting Help page (http://www.nationstates.net/cgi-bin/index.cgi/page=help) and ask the moderators to resurrect your nation. The only thing you need to put in your request is your nation name. Also, if you don't remember the nations password, the mods can't reset it for you.

How do I create a region?
On your (current) region's page, it says "Tired of life in (region name)? Then move to a new region! ". Click "move to a new region". Then click "Create a New Region". Enter a name and a Factbook Entry, then hit "Create Region". You will be in a new region!

What does regional control do?
It allows you to bar/unbar delegate access to regional control, ban/unban members, evict members, update your factbook entry, and password protect your region.

What happens if someone is kicked out of the Rejected Realms?
The Rejected Realms is a special region- since it is the destination of all ejected nations, ejecting anyone from it would be futile; After all, where would they go?

As a result, the ejection section of the Rejected Realms' regional control is turned off permanently and irrevocably. It is impossible to eject anyone from that region.

On a similar note, passwording is also disabled permanently in the Rejected Realms, as well as in the five Pacific regions where new players start the game.

What happens when there is a tie for the WA delegate position?

How can I become my regions founder?
There is only one way to become a regions founder: FOUND IT! You have to create the region out of empty nothingness.

But my region doesn't have a founder/has a dead founder and we want to get it one
If you have an old region with no founder or your founder died, then to get a new founder you must get everyone to move out of the region and re-create it after it is deleted at the next update. DO NOT become delegate and boot them - that's called griefing, and it'll get you in trouble. The delegate could (and probably should) password protect the region on the way out, though.

The mods have said they will only appoint founders in the most extreme cases.

What formatting tags can we use in World Factbook Entries?
The code for this is hand-rolled. The tags that we support are:

- bold -
- [u]underline -
- italic -
- color -
[hr] - Horizontal Rule
[thread ] - Links to a thread in the forums
Remove the trailing space before the ] before use.

Couple of things.
1, could you change the size of the headings, as the green doesn't stick out as much as the blue. I bumped the size up to 5 and bolded all of it and I think it looks good like that. I can distinguish the titles when I'm tired then. :)

2nd, could you add something about how to send a telegram? And/or how to reply to a telegram.

3rd, an actual question. ;) When you ignore someone's telegrams, do they have any idea that you've ignored them in that you literally can't see the TGs, or would they think you're simply not paying attention? *hopes it's the latter*

All other code is escaped and simply isn't parsed. Feel free to experiment and see what happens.

That's the link you requested. All you have to do is put [ url="put the link here"]Create whatever title you want to describe your link here, then end it with [ /url]
Take out the spaces before the first url and the [ and the / in the ending url. Remove the quotes as well. Make sure there are no spaces between anything, otherwise, it wont work.

I doubt that's the case. I have three nations with Vanguard Reich and Kaze Ryuu being created a couple weeks after Golden Wing. Thus, Golden Wing should have the highest population, correct? Nope, VR does.

When he said 'fixed', he meant fixed at a given variable rate. At some early point in the nation's life, it begins gaining between 5 and 8 million pop/day. Random numbers mean that some lucky nations will grow slightly faster, and others will lag.

Regardless of that, there is nothing you can do to alter the speed or magnitude of that variable - not issues, not UN, not nothing. In that sense, it's fixed.

Hello, I'm rather new to the game and can't seem to find an answer to my question about the UN in the FAQs I've read.

Do UN resolutions automatically effect UN member nations, or are they there to be read, understood and used as a basis for our decisions when dealing with issues?

What I mean is I just recently joined the UN and everything I've read seemed to state that adherence to their resolutions is compulsory and you cannot pick and choose between which ones your country actually follows. However, I don't see any impact to my country since joining the UN. There are so many resolutions in effect right now that, if they are a force that is automatically implimented to shape my country, I would think that they should have done something that is noticable.

If the resolutions are just rules that we are supposed to adhere to while making our Issue decisions, are the member nations policed to ensure that we are sticking to them? If so, how?

Or am I just completely misconstruing the purpose of the UN in this game?

Apologies for the long, multi-question post, but I'm a bit confused on this matter. Thanks!

Don't worry. It seems to me that compliance is a tricky issue that hasn't been - and perhaps can't be - covered fully in the UN/Tech/Mod stickies.

Yes, they have an automatic coded effect. If 'Ban Carrots' is passed, the carrot industry in your nation will suffer. However, UN resolutions have no effect on issues. I suppose that technically should you then get a 'Ban Carrots' issue, you should vote to ban carrots. There is not, though, that I know of, any mechanism for making you do this, and I believe you are free to vote to legalise carrots.

UN resolutions have a double effect.

Every time a proposal passes, its effects are coded. Your national stats - although not your national description - will be effected, on however small a level. So, if 'Ban Carrots' is passed, your carrot industry will go down, and maybe your economic rating. However, the coded effects of resolutions that have already been passed do not affect you. So, if 'Ban Carrots' was passed BEFORE you entered the UN, your national carrot industry will not change upon your entry into the UN.

The second effect is role-played. After 'Ban Carrots' is passed, carrots become banned in your country. So, you should really put in your Factbook/Wiki page that carrots are banned; or at least, you shouldn't note high carrot production figures. If you don't RP, this matters less.

There isn't, that we know of, a mechanism for enforcing this. There are, however, the mods. It seems that compliance is technically mandatory: if you declare, after the passing of 'Ban Carrots', that your country will continue to support the production of carrots, you could be technically in breach of game policy. However, it seems extremely unlikely - and quite possibly it would never happen - that you would be called on this. HOWEVER: I personally believe that were you to consistently state, after the passing of every - or most/many - resolution(s), that you were to non-comply, two things would happen:
1. other NSers would ignore you;
2. the mods might, after a time, view this as spam.

I think non-compliance can be RPed, and can potentially be a great part of the game. But to do so relies more on liberal interpretation of resolution text, rather than simply saying 'carrots are legal'. It seems unlikely that mods would warn you for such a statement; it seems equally unlikely that other players would interact with a nation that did this.

Or am I just completely misconstruing the purpose of the UN in this game?

The purpose of the UN in this game is in itself contentious. Technically, it grants nations the mandate to impose their views on others. Whether they should do so or not is entirely another matter.

Some of what I have said may not quite be the case: it's my take on things. You may want to wait for a mod to respond, or a UN regular/oldster, who may be better-informed. Basically, though, I feel confident in saying:
1. UN resolutions do not affect issues;

Do UN resolutions automatically effect UN member nations
Here's the shorter answer.

When you click the button/link to accept the UN invitation email, your nation instantly accepts the entire collection of passed UN resolutions as the law of your land. Does this affect any of the code behind your nation? No. It's a form of imposed roleplay compliance.

While you're in the UN, you cannot have laws banning abortion. You must treat prisoners according to the Wolfish Convention, and the labels on your toothpaste and radishes must be accurately labeled as to their 'organic' content. You can roleplay all the loopholes and workarounds you can think of, and you can even play that your national leaders are breaking National and International law if you want. There will be no game-mandated punishment.

While you are a member of the UN, any resolutions that pass will have a direct effect on your nation, and those laws are also added to your national laws. If you resign from the UN, those effects do not go away. However, you'll once again be free to sell region-encoded DVDs and produce all the biological weapons your greedy little generals desire.

This thread says that the major update is done around 2 to 4 AM EST and the minor update at 2 to 4 PM EST (estimated). However, when looking at when new issues show up for me, this doesn't seem to be the case. I answered an issue this morning at around 7:30-7:45 AM PST (10:30-10:45 AM EST), and no new issue has shown up yet. The new issue should have appeared sometime from 11 AM to 1 PM PST. Last time, it wasn't until after 7 PM PST that I received the second issue. I've checked the settings on all three of my nations multiple times, and they are all definitely set to 2 per day. What's wrong?

EDIT: I just got the issue, and it's a little after 6 PM. It's possible that I got it this early yesterday, but I don't remember that being the case. Still, it seems that the projected times for updates are inaccurate.

EDIT2: Also, I thought I'd note that my other two countries haven't yet gotten their new issues, even though English Knights has. Anyone know why?

I think there's been mentions about Jolt and the interface slowing down NS. I've also noticed that the minor update (the middayish one) can occur at *very* different times from day to day. The major update is fairly consistent, starting right now at about 11pm PST and running for 2-3 hours I think. But the other update (as you've seen) can happen so late you think you've missed it.

Each nation will get its new issue based on when the region that it's in updates. So the order they each get their new issues depends on the order the update comes in.

I was under the impression that the Technical Forum was more for reporting bugs and the like than adding ideas for improvement; at least, I got that impression from reading this forum in the past. But then, I suppose you would know better than I do.

It depends if the improvements are the kind that have been suggested time and time again or if they're new ones.

If my region is re-founded or re-created, does every nation go back to 'Minnow' regional influence when they re-enter the the re-founded region??
If this is the case then why not just go off and start a new region?? or do regions do this just because they're attached to their regions name??
Also, are all UN endorsements lost as well?
